I don't think you'll find anything holding you to a balanced field length in any reg. You have performance requirements to meet but you don't have to use the balanced-field concept... it's just that using it generally gives you your shortest acceptable runway length. When I have a sec, I'll look around and try and get you something more specific.

You're looking at it from the wrong perspective. Instead, ask: "show me a rule that says you *are* held to a balanced field under part 91"

No, I'm not being flippant, but that's the nature of a free society which presumably, we are. If there's no law against something, then it's perfectly legal to do it. You don't need to find a regulation which *allows* you to do something. If you look at the way the regulations are written, they are restrictive in nature, not permissive. Occasiolnally you find one which *allows* you to do something, but those few regulations always modify a restriction established elswhere.

Anyway, to answer your question, no there is no regulation which requires you to observe balanced field length under part 91, or at least not one I've been able to find.
