I have a 2-year degree now and I'm thinking about finishing my 4-year degree through an ROTC program and I was just curious, does having all your ratings already give you a better chance for getting selected into UPT? (I'm an active CFII/MEI by the way) Thanks.

Not having the inside scoop, I'd say it would help a lot. It shows that you have a dedication to aviation and that you can fly, which is not a given.
