hmmm from how you state it, you probably have to have your PPL. Ill look into it but that it how I interpret it right now. Thanks for diggin up the reg!

This falls under the section of private pilots. What if you were a student pilot with 40 hours, would this still apply to you? Or do you have to have your PPL?

This is for student pilots. This is one of the ways to get a Private Pilot Certificate. 61.109 (Aeronautical Experience) (f) for a glider rating
That is what you are quoting - one of the possible experience requirements to obtain a private certificate.
