Diamond 40 i.e. DA-40 general aviation maintenance ?

What are some possible causes for not getting full rated RPM on take off roll? or Static Run Up?

other information:
Fuel flow is about 1 to 2 gallons per hour too low at full throttle.
Manifold indication is slow to respond when doing the prop control cycle.
Engine makes a gurgle sound when shut down on ramp and aircraft is pushed back.

Could be anything. My top five picks:

Intake leak- Best probability given the symptoms (Gurgle, low FF) and the easiest to fix.

Prop governor
Oil Press problem
Carb/Fuel Servo
Prop low pitch stop out of adjustment
