Sure, anytime anyone; the FAA, the Company or the Union issues a policy, safety is listed among the reasons. Whether or not it is legitimate or part of an alternative agenda. Safety is always the ultimate justification.

In this case, however you want to justify it, this memo is a thinly veiled threat in response to real or percieved union activities.
