A Type Rating and 135 PIC checkride are equivalent to an ATP checkride, and should be given by an FSI DE. If your question is will the ride be given by a FED from the local FSDO, then I think the answer is no.
However, it is always possible that a FED from the local FSDO may sit in the sim during your ride, they have that prerogative. While they would be there to observe the ride, they are not really there to check you, they are there to check the DE and FSI and make sure FSI is conducting the ride according to the rules and the way FSI says that it will.
All in all, why would it really matter if the ride is given by a FED or a DE? It is a checkride and it needs to be done to certain standards. Those standards are the same regardless, whether the ride is given by a FED or a DE. If your answer is that a DE will let you slide an small goof ups, then you would be surprised. I've taken checkrides with DE's that were tougher than I expected and I've taken checkrides with FED's that I thought were to easy. If you're prepared for the ride it shouldn't be a factor who gives you the ride.
