I think West Air has a caravan run not sure though

Nope. No FAT-SMF. The only thing out of FAT is an FAT-VIS-OAK run that overnights in OAK. Other than that, the only airplanes that West Air has there is for MX.

I think ACC flies a Shorts from FAT to Sacramento.
 
Fresno to Sac

There is a caravan that flys from Fresno to Sac. Either Airpac or PacValley. I think the flight # is 1020. I've heard it depart around 1700 local on weekdays.

Would that be the Van that is always sitting down there by the Shorts?
