I haven't come across this yet, but was asked the question recently, and was wondering if others have dealt with this issue.

Can a foreign carrier pilot jumpseat on a US carrier? They obviously can't sit in the Jumpseat since they're not in CASS, but can they receive J/S priviledges and grab an empty seat in the back?

Skywest has jumpseat agreements with Air Canada, Jazz, and Air Jamaica. Hopefully soon with AeroMexico, and Aero California
