What's to know???? You either have overflight #'s and/or dip clearances, or you don't. There are a number of operators that fly there regularly on a charter/ad hoc basis such as GulfStream, North American,AirTran etc. They follow ICAO rules like the rest of the world, and their controllers speak very good english. File an ICAO flight plan and away you go, If you are going over on a lark, without Dip clearances, bring the phone # of a really good lawyer who specializes in international law. If you have Dip clearances/overflight numbers, bring lots of greenbacks and Trojans, and some aspirin for the hangover.
