flychicago, those things you talk about are the (a/c)pack fans, They have an automatic door and are very loud and draw lots of electrical power (bunch of stuff to do if you lose an engine or two). They are on whenever you have a pack operating on the ground or when the flaps are not up in flight. Normally cooling air (that flows around the packs and 2 intercoolers) for the packs comes through 2 openings with adjustable doors that are in the bottom of the central fuselage, but that system doesn't work if you're not moving, hence the pack fans.
I'm sure these things are louder than the apu.

True...but our manual doesn't have an abnormal section yet. Everything's either Normal or an Emergency. (Guess they thought that'd make things easier for us "young" captains.)
