International Communication laws require a radio staion and operator's license.

The USA has a waiver for aircraft operators that stay inside the USA.

Ham Radio is for non profit uses only. With the proliferation of the internet,
Ham radio is a dying breed.

Restricted (for the user only)
General Radiotelephone Operator (the ability to adjust the Transmitter and
use higher transmitting power)
