You can fill out and apply right online for whatever type of license you need. I just did one for an aircraft license, and it arrived less than a week later.
 
go to faa.gov and click on licenses. the form you will need is form 605. also you will need to be specific in requesting it so make sure you say you need a restricted radiotelephone (RR) license. cost is $55 and it can be done on line in an instant.
 
Make sure you do it online. It will guide you through it and it is fast. Make sure you get a CORES registration number first. This number allows the FCC to recognize you as a user for future transactions. The paper version of it is a pain in the butt. The sent it back to me for more info when i did it the paper way.
