It is always illegal to fly a fabric-covered aircraft more than 150 lbs. over it's certificated gross weight.
 
As far as I know it is against regulations to operate any aircraft over it's certified maximum takeoff weight except for some operations in the state of Alaska where I believe 10% over is allowed under certain circumstances.
