FAA licenses from mil training.

It's my understanding that during flight school (Navy) that there's a day at or near the end of training when one can complete paperwork and receive FAA certificates. Is that a one time shot or can one go back and try for it years after the fact. A friend of a friend was a SH-60 pilot in the early 90's wants to get back in to flying. Because I hold an ancient CFI cert from the same era I appearantly am the font of knowledge to them.

When I got winged in Kingsville they gave everybody some NATOPS paperwork to take into the FSDO so you could get single eng comm. When I become a NATOPS I, I was able to get my CFI, CFII, MEI. I would guess if he still had his training jacket they should take it, flight time is flight time right? I know a few dudes that did it years later and ran into some issues for not being current, but in the ended up getting their ticket.
