FAA can't figure it out

This was in a story about the Cessna that was lost and flew over DC. The FAA press release included this remark.

When he got lost, he didn't call air traffic control or a flight service station to establish his location, which was 40 to 45 miles south of where he actually was, the FAA said.

So his location was 45 south of where he was?

Kind of hard to call anyone when the radio isnt working... at least that was their initial excuse.
