FAA ATP with ICAO restriction?

according to FAR 61.159

You may be issued an ATP certificate with the endorsement "Holder does not meet the pilot in command aeronautical experience requirements of ICAO," if you
  1. Credit SIC or flight-engineer time toward the 1,500 hr. total flight time requirement
so if a pilot has 2000 hours total time that includes 1000 pic and 1000 sic, he/she will have that restriction on his/her ATP?

and if yes, I suppose that pilot can not then apply to CX?

Does anyone have an ATP with that restriction?

Read the rest of the regulation. The ICAO restriction applies if one has less than 1200 hours, including 50% of the applicant's SIC time. So, if you have 2000 hours total pilot time, 400 of it needs to be PIC to avoid the restriction.
 
As I understand it it goes as follows:

1. If the applicant does not have 150 hrs PIC they get the restriction

2. If the 1/2 of the SIC plus the PIC does not make 1200 hrs they get the restriction.

To have it removed go to the FISDO with your log book when you meet the full req. and the FAA can remove it.
