The time Longhorn refers to is specific to the requirements of the ATP certificate. Your flight engineer time is not pilot time, and should not be included in your totals. I keep a column in my logbook for FE time, but like simulator time, it's not reflected in any other column, or total.
An attempt to include FE time will usually resultin a devalueing of your flight time when seeking an interview. That means you may get invited on the basis of professing to have 8,000 hours, but on arrival, it's learned that you have only 2,000 hours of pilot time, and the rest is as flight engineer. You may not even meet the basic qualifications, and may even appear to have padded your time by considering the FE experience along with your piloting time.
If you're looking at a general aviation job, you may wish to do just the opposite, including the time. While FE time isn't pilot time, it may still give you a competitive edge for jobs outside the airline industry. An air ambulance job, for example. Use your best judgement, and avoid any appearance of attempting to inflate your experience. There are times when using that experience will be advantageous to you, and times when it will appear deceitful. Understanding when and when not to can be to your benifit. Good luck!
