I was in borders and saw a pic in one of the mil flight mags that labeled a USAF F-16 as an F-16CM. Is this an updated CCIP f16 or a M5.1 software version or something else?

Any Block 40 or 50 with a MMC is officially considered a CM, although a lot of people still refer to CG and CJ respectively. The MMC is the new computer that comes with the CCIP upgrade. It doesn't matter which software version the jet is running for the CM designation, as long as it has a MMC. They even combined the -1 for all 40/42/50/52 jets in the past couple of years as the F-16CM.
