Someone in the school will issue a Temporary to you after you pass your final stage check, just like a DE would do. It may not be your school's Chief Flight Instructor, but someone who is assigned to issue temporaries. It is a completely normal self-examining authority SOP.

My school took two months to get me a temp after my CFI ride. My CFII wasn't much different. Stupid, stupid, stupid system....
 
ILCC is a good school with good planes. You get good quality, no frills, and the lowest cost around.
