What are the requirements to become an examiner?
Are most check ride examiners instructors first? Is there a difference from a local guy or a FAA examiner?

Many examiners are/were CFI's.

An "Examiner" is not a FAA employee but someone "Designated" by the FAA to conduct specific certification events, as specified by the local FSDO. They can charge what ever they want for their services.

An Aviation Safety Inspector is an FAA employee. Pilot types are called "Operations Inspectors", Mechanics are called "Airworthness Inspectors". An Inspector cannot charge for a certification event.

A "Local guy" as you called him is called an Examiner (in your case a DPE or Designated Pilot Examiner), the "FED" is called an Inspector.

A minor point but, there is a difference in job title.
