European Union (EU) STAR Procedure

When filed or assigned a STAR in the EU I was told u treat it as you would a "Descend Via XYZ STAR" clearance in the US. In otherwords, u automatically start to descend without specific ATC clearance. Any folks with EU experience care to comment?

Moreover, I was looking online in the UK AIP and could not find anything on this issue. If u can reference a source, it would b appreciated.
