www.ssa.org click on where to fly- go out to your local gliderport they'll put you to work and teach you to fly. Plus you are already old enough to solo a glider.
I think you would need a workers permit to work at 14. They will probably put you to work cleaning airplanes and cleaning toilets. Maybe let you fuel an occasional Cessna 150. It can't hurt to try...
