I'm not sure who you got a memo from, but my understanding is that any deadhead at the end of your duty day doesn't count towards 16 hours, your rest doesn't begin until after the deadhead ends, but you can go over 16 hours with the deadhead, if it's in the middle of the duty day then it obviously counts towards your duty time, but deadhead at the end is no problem. I could only imagine going to the capt. of the 777 and saying he needs to gate return because you're going to time out, good luck with that one. Also the 15 minutes of grace time they give you at the end is just that, grace, the company can cut that when they want, that's not a FAR it's just something most companies do for us.
