Who is able to bid initial open time and line completion? Is anyone with a line able to do this? Or are you only allowed to do this if they reduce your line below 75 hours? Also, what if they change your sched. around because of training?
 
If you have conflicting trips days for vacation, training or RGT and your block value falls below the line value you can bid for line completion to bring it back to that value.

Initial open time is to add on top of your line value.
 
How about relief line holders? Can they bid Initial Open time? Or do we just have to wait till our schedule comes out.
