I'm pretty sure that is so they can operate Midwest separately.

Yes, "scope" was relaxed, but not in the RJ sense of the word.

They allowed the total # of RJ's that are currently owned/allowed of the separate carriers to be operated under the new carrier. Delta has more volume of RJ's, while the Compass E-175's are over the weight limit of something allowed under the DL clause. It simply combined the # of jets allowed.

Additionally, it allowed the NW stake in Midex to remain as is.
