It is my understanding that they have those requirements for a few reasons. First is for the military folks that have never flown civilian. Second, is for the occasional intern.
If you are coming from a purely civilian background, you will probably need a few thousand hrs and a type. I know a few people that had a ton of time but no type or turbine PIC. Alas they got the type and time and had an interview a few days later. You do not need 1000 Turbine PIC, but I have not see many get hired without at least 500. Of course there is always an exception to every rule. Hence the ridiculously low requirements that they have posted. It gives them the latitude to hire the right person, not just the right person with the right amount of PIC time.
