Was wondering if I could get some help decoding the following items:

1. KIAH 171453Z 10006KT 10NM 5/2 A3041 RMK A02 SLP 298 T00500017 51014.

A. Does anyone know why they don't give the full SLP readout? For example, SLP 1029.8, instead of using 298?

B. Also, what does "51014" stand for? Sometimes, 58005 is used.

C. Does anyone know what 58005 stands for as well?

2. COS 12/034 COS 12/30 PTCHY THN PSR OVER PTCHY THN IR WEF 0712122330.

A.What does "12/034" mean? Also, what does "12/30" mean?

B. What does "PTCHY THN PSR OVER PTCHY THN IR" mean? I'm guessing it has something to do with a patchy thin layer of ice???

C. How do you read,"WEF 0712122330" I think it means 2007 12th of December at 2330Z but I'm not sure.

3. COS 12/031 COS 17R/35L THN LSR OVR PTCHY THN PSR WEF 0712121120.

A. Translation of "THN LSR OVR PTCHY THN PSR"

4. COS 12/024 COS 35R TES MU 42/41/36 WEF 0712111430.

A. Translation of "TES MU 42/41/36" I know this is a braking action report, could someone help me make sense of it please.

5. Finally, does someone know of a website that has a translation guide for all this stuff? ICAO as well?

With Effect From. You've got the Date info correct.
