5. TESTING APPLICANTS TRAINED BY THE EXAMINER.
An examiner may test an applicant trained by that examiner if another CFI has given the applicant at least 3 hours of flight instruction (1 1/2 hours when the test is in a glider or balloon) and has recommended the applicant for the certificate sought. An examiner may also test an applicant trained by that examiner for an additional aircraft rating if the applicant has obtained the written recommendation of another CFI who has personally checked the applicant and found the applicant ready to take the test. This paragraph does not apply to FIEs, ATPEs, or NDPER examiners.
