A CFI told me that the local examiner can't give dual towards a rating and then do the sign off/check ride because it's a conflict of interest. I disagree.
5. TESTING APPLICANTS TRAINED BY THE EXAMINER. An examiner may test an applicant trained by that examiner if another CFI has given the applicant at least 3 hours of flight instruction (1 1/2 hours when the test is in a glider or balloon) and has recommended the applicant for the certificate sought. An examiner may also test an applicant trained by that examiner for an additional aircraft rating if the applicant has obtained the written recommendation of another CFI who has personally checked the applicant and found the applicant ready to take the test. This paragraph does not apply to FIEs, ATPEs, or NDPER examiners.
Even though it is legalto do so, I too agree that it is a bad practice.
The nut of a checkride is to get a second opinion that a person is qualified for the rating sought. In essence (sp?) the applicant is already a pilot, the CFI certified this, and the DPE is checking the CFI's work.
A checkride is about safety, and for a DPE to check his own work is foolish.
