Anyone familiar with the Airworthiness Directive that requires the a/c to be flown with an additional 3000lbs of fuel, etc.?

On what a/c? A lot of these AD's came out for aircraft without scavenge pumps following the TWA 800 disaster. For instance, some 767-200's have a requirment to turn of the center pumps below 1200#s and 1000-5000#'s of the center tank fuel is unusable until cruise, due to climb ange and the possibility of uncovering a pump.
If this doesn't answer you specific question, sorry!

The tag line says CRJ-700. Yes, I have heard about this, and was told this may be why they are being delayed in their delivery to Comair. We don't have any of them yet, so that is all I know.

Bombardier is on strike - no RJ's until the labor issues are resolved
