I noticed that too.

I'm guessing deadheading crew members. Unless in china they require 4 flight attendants or something?

I think they were referring to the Mad Dog crash in 2002 that was mentioned in the article.
 
This is 4 crj-200 hull losses. Still not a bad record, but yet to have one due to mechanical failure. Makes you realize who's really in charge of your fate...
