Very dramatic...

The section that made the biggest impression on me starts at around 0:33 and ends around 0:38. It's a great demonstration of the winds fury.

Since most brake lamp circuits are hot at all times, all it takes is some water to create either a short or bridge a relay contact, and the circuit is complete. I believe the horn on that white van was also blaring continuously. (Another hot-wired circuit).
 
Well, it came on when it hit the building and then went off. Seemed odd to me, as if someone was driving and hit the brakes when he/she saw the building.
