Regionals have all sorts of different criteria for time, but none that I have seen have ever had any military conversion factor. The mins information should be clearly stated on their websites. If you don't see it, it does not exist as some secret thing only for military pilots.
Don't ever count on some conversion factor, or take it upon yourself to give yourself a conversion factor on your resume or logbook. Log it as it is, and let the employer decide if he wants to give you some bonus points.
Military flight time has two sides of the coin. Some places might give you a conversion factor, and some places might only count your PIC time as that time you were an Aircraft Commander. Not part 61 PIC time.
