Contract fuel at home

Are you guys able to get contract fuel rates out of your home bases? Is that a contract fuel company requirement, or an FBO requirement who decides whether or not you get the contract rate? Our FBO owner is an a$$, and I expect some resistance from him. Thanks in advance......
