You should be able to source the editor from Rockwell Collins directly, probably by simply calling or emailing your regional tech rep.
 
Yes, the PL 21 checklist editor is available online.

There is a catch though, you will have to contact RC to get a user-name and password before you can log into the Maintenance Diagnostic Computer (MDC) page where the editor program can be downloaded. At the top of the page click on "Contact Us", then go down about half the page to Maintenance Diagnostic Computer (MDC). There you will find all the information on how to register.
You will not see the MDC link at the top of the page until you are logged in.
Also, you will need a core set of checklist files, applicable to your specific airplane, to load into the editor program.
The program is somewhat easy to use once you figure it out. I had to reference the help/ tutorial a bit to complete all the steps necessary to get a valid set of loadable checklist files.
