Why when passing one fix will the controller clear you to the next fix. Not like the clearance will be a short cut since the plane is already in a turn for the next fix seems like chicago does this a lot
 
Because there is a 30 second delay to get a radar update on your position. Maybe they desire to offset your route by 5 miles for separation from other aircraft climbing or descending on the airway. Just ideas
