A person who holds a commercial pilot certificate with a rotorcraft category helicopter rating wants to apply for an airplane single engine land private pilot certificate. What requirements does he/she need to meet for this additional category and class?

We referenced FAR61.63(b) but need clarification...

Hi...

In addition to the section you mentioned, take a look at § 61.109(a) and pay close attention to the Airplane Single Engine requirements. In other words, the total flight time required by that section can be counted even if done in another category, while there are specific requirements to be accomplished in a single engine airplane.
