Chart Note: Reduced Vis. ILS 19L at KIAD

Anybody know why the following chart note exists? Is it a typo? I haven't seen this on a Cat 1 ILS before but what do I know?

Reduced Lighting: Requires specific OPSEC, MSPEC, or LOA approval and use of Autoland or HUD.

Yeah, weird. Jepps do not show that note for CAT I, but it is on the plate for CAT II. Probably a misprint.

I think it's talking about using the 1800 RVR minimums with reduced lighting. Our ops specs allow us to use 1800 RVR on some Cat 1 approaches without centerline lights as long as certain restrictions are met.
