CAT II ILS question

The Cat II ILS for ORD 14R/14L list 2 diffferent RA DH's is the one that is 50' higher for use when equipment is inoperative prescribing a higher minimum or is it relative to the certification of crew/carrier (150 vs 100)? Was flipping through some approach plates and it caught my eye so just sort of curious.

Never mind it is differing RVR (sometimes the obvious is the hardest thing to see).
