I've been flying through south central Canada quite a bit lately. I have noticed that in the western reaches of YWG center, when the controller is working multiple frequencies, I can hear aircraft transmitting on a different frequency. For example, we can be on 133.xx and center will tell an aircraft to switch to 128.yy, and we can hear that transmission as well.

My international experience is limited, but I've never heard that in the US.

It's Canada. What do you expect?
 
Its called Frequency Coupling. When a controller is working more than one frequency, they have the option of letting everyone hear everyone. Usually its only used when its not too busy but it helps stepping on each other to a minimum.
