Whereas circling minimums are provided on the chart you linked, does this not answer your question? Of course you can circle. You can't circle west. As you can't circle west, where else can you circle? (Here's a hint; the only option left is circling east).
 
Certainly. Circling restrictions for one side or the other for airports usually have to do with obstruction/terrain clearance (or non-clearance) issues.........for this one, might have something to do with that 2047' tower SW of the field.
 
No, I didn't get in to trouble about it. I actually had to circle at mins. It's just one of those lingering questions you run in to with aviation.

sqwkvfr got it though. 17/35 was the only one open with 600 OVR, wind out of the south, Thunderstorm over the VOR, and Approach closed for the day.

I thought that scenario was only an interview question.
