[size=+2]Bush Prepares for Possible GPS Shutdown

WASHINGTON (AP) - President Bush has ordered plans for temporarily disabling the U.S. network of global positioning satellites during a national crisis to prevent terrorists from using the navigational technology, the White House said Wednesday.


Any shutdown of the network inside the United States would come under only the most remarkable circumstances, said a Bush administration official who spoke to a small group of reporters at the White House on condition of anonymity.

The GPS system is vital to commercial aviation and marine shipping.

The president also instructed the Defense Department to develop plans to disable, in certain areas, an enemy's access to the U.S. navigational satellites and to similar systems operated by others. The European Union is developing a $4.8 billion program, called Galileo.

The military increasingly uses GPS technology to move troops across large areas and direct bombs and missiles. Any government-ordered shutdown or jamming of the GPS satellites would be done in ways to limit disruptions to navigation and related systems outside the affected area, the White House said.

``This is not something you would do lightly,'' said James A. Lewis, director of technology policy for the Washington-based Center for Strategic and International Studies. ``It's clearly a big deal. You have to give them credit for being so open about what they're going to do.''

President Clinton abandoned the practice in May 2000 of deliberately degrading the accuracy of civilian navigation signals, a technique known as ``selective availability.''

The White House said it will not reinstate that practice, but said the president could decide to disable parts of the network for national security purposes.

The directives to the Defense Department and the Homeland Security Department were part of a space policy that Bush signed this month. It designates the GPS network as a critical infrastructure for the U.S. government. Part of the new policy is classified; other parts were disclosed Wednesday.

The White House said the policies were aimed at improving the stability and performance of the U.S. navigation system, which Bush pledged will continue to be made available for free.

The U.S. network is comprised of more than two dozen satellites that act as beacons, sending location-specific radio signals that are recognized by devices popular with motorists, hikers, pilots and sailors.

Bush also said the government will make the network signals more resistant to deliberate or inadvertent jamming.

The GPS system of navigating was predicated on keeping the black man down, why do you think THEY spent so much money on getting rid of the "Colored Airways"? Hmmmm? Co-inky dink? I think not. :D
 
The government already has the authority to shut down all navaids in the country in times of national emergency (SCATANA-2). It makes sense to modernize it by adding GPS. The threat is no longer Soviet nuclear bombers, but Muslim zealots armed with who knows what. We've already had GPS used against us once.

lol.....I've often wondered why no one has filed suit because there are more white keys on a piano than black ones.
 
It is obvious that in a National Emergency the procedure will be land at the nearest airport and run to a hotel before anyone else. Next run to the rent-a-car before everyone else. Then wait, wait, wait and wait some more, while the rest of the world goes round and round.

How come in pool the white ball knocks around all the colored balls into seperate corners? Then the white ball saves the black ball for last... hmmm :)

Funny joke, but truthfully in a speech class in college, there was a black guy in my class that gave a speech on opression/racism and used this as an example. At the end during the q&a session that we were always allowed, I asked him what he thought about BOWLING.

How does it go? Once you go black you you won't go back? Think about it, if you hit the black 1st that's the end.
 
Was Sept. 11th not a big enough national security issue to shut the GPS system down then? When will they actually shut it down? The Gov't does a lot of talking out of their a#$.
Just like a few months ago when a GA plane was intercepted and ended up diverting right over Bush himself, giving a campaign speech, no one shot him down... Thank God...
but technically, they should have....

SCATANA was implemented on 9/11/01; unfortunately, it was too late. As was mentioned before, the technology of inertial systems mitigates most of what SCATANA was designed to do, back when folks actually relied on VORs and TACANs to fly airways. Turn off the VORs and they'd be lost. In the MD-11, you could turn off every NAVAID in the world and turn off the entire constellation of GPS satellites and we'd barely notice. Many modern airplanes, and even old airplanes with modern avionics, would be similarly unaffected.

Are you sure about that date. I thought it was was implemented in the early 90's when GPS first came to the civilian world.

I suppose I should have used a better verb. SCATANA was used - - activated - - applied - - on 9/11. In other words, they used the plan, activated the plan, implemented the plan, shut down NAVAIDS, put airplanes on the ground.

As far as when the plan was developed, it preceded GPS by quite some time. I don't know exactly when it originated, but I know it was in existance in the early 80's.
