I read over this about three times and I'm still scratching my head:
"Although ASA currently allows certain personal items to be carried in the cabin, any carry-on item defined as a carry-on bag is not allowed to be carried in the cabin and must be placed in cargo.
Three members of ASA’s OCC will be conducting an informal assessment to see the impact if we were to allow carry on baggage in the cabin, verses our current “No Carry-on Bag” policy. The team will be observing valet carts and then going on the aircraft to look at available overhead space. This change would align our program to be more consistent with that of Delta and SkyWest."
