Does anyone know if you can get you ATP rating before you turn 23? I know it says that the applicant must be 23, but can you get a letter of authorization or something like that to wave it.....

The answer is no. Absolutely positively no. No letters such as "you have passed the test and may present this to any FSDO and they will issue your ATP certificate."

You may, of course, take your ATP written exam prior to reaching your 23rd birthday.
 
There used to be provisions in the rules that you could take the ATP ride before age 23, and carry the certificate with a limitation along the lines of "not vaild for ATP privelages blah blah blah." That provision got nixed, so now you can't do the ATP ride until age 23, period. But UDF is right, you can take the written before age 23.
