My Air Force being the Danish one :) Yes you could do it the other way around, but we have deemed that it was smartest to let the "safety pilot" be the PIC.

Just for the fun of it let's take a scenario where the Checkride is flown under actual IMC (Happens a lot here in Denmark) What happens if the dude fails the ride in the middle? He would loose instrument status right there so you would have to change who is PIC in the middle to recover the plane, but that is kind of hard since the checke signed for the plane :) :) :)
