I would say there is some element of truth to that. The 90 day program at ATP is really designed to set you up as an instructor with them. You get a lot of multi; that also means you do your initial CFI in the PA-44. Your commercial single and CFI single are done as afterthoughts, ahem, add ons. Many folks have trouble with all those commercial maneuvers with relatively little prep for them. After graduation, I had no problems getting interviews, but I had a few questions concerning the "quickie" nature of the program.
