Type rated ATPs can only give dual in approved 121 and 135 programs.
But it's worth mentioning that the reg as I remember reading it years ago, clearly stated that the training program had to be "approved". Not that I'm aware of an unapproved training program under 121 or 135. I take that to mean that there has to be a specific approval for this activity written in the to the company ops specs somewhere.
