ATA requires a Radio Telephone Operator's Permit. I looked on the FCC website to try to get one, and they have several Radio Telephone Operator's Permits listed. Which one is required for aircraft? Is it the "restricted" one? They mention a 1st, 2nd and 3rd class, but I don't think those were meant for aircraft.
