is there such a thing as an assistant chief pilot? if so, is there a certain time requirement like the regular chief pilot position? or is it just a title?

No requirements

No, there is no FAA requirement for any qualifications to an Asst. CP. or Asst. DO, or Director of Training. They might like to see a resume for their info, but it is not addressed in Part 119

Actually, there is an hour requirement for asst chief pilot. Look in FAR 141 under chief pilot and asst chief info. That is where you will find the real skinny.

I think he is talking for a FAR Part 135 Charter Operation, not a FAR Part 141 Flight School...
 
I don't have a FAR in front of me but I thought the Director of Training did have certain requirements.

Not listed in Part 119, but most Feds want to know who is going in that spot.
 
The only requirements for 135 are:

1) Dir of Operations
2) Chief Pilot
3) Dir of Maintenance
4) Chief Inspector (if approved for 10 or more passengers operations)

Everything else is just a title (no hour/experience requirements). A Director of Safety is required for 121 ops.

Asst.

While it is not a REQUIRED position most FSDOs do require that Asst CP or DO meet the requirements of FAR119. Sometimes it is just a title, but in some bigger operations, the position is used to lower the workload of the principal and ensure that all regulatory items are covered. Sometimes the position is used as a type manager. So don't write off the title without a little more research.

While I understand what you are saying, there is no FAR that requires the experience. If the COMPANY wants to use the requirements, that is fine, but the FSDO has no legal battle according to Part 119. I sick of finding "rules" that FSDOs are using that have no FAR backing them.
