Rick1128 has it right on. Since the position is not addressed in the FARs, you can essentially use whatever qualifications you want, as long as your POI/FSDO gives it the okay. They are the ones that approved the company manuals.

Many of the hidden rules that you refer to are actually guidance listed in the 8400 or 8700 FAA handbooks. These guidelines tell your POI how to interpret the FARs. Just because a FAR doesn't address a situation doesn't mean that there aren't guidelines for it. Even though the guidelines are not regs, the FAA will usually treat them as though they are regs.
 
Not trying to start a pissing match, but I have never come across anything in the 8400, 8700, or any handbook bulletin that has this information. Part 119 lays out the requirements for required personnel and you can get a deviation from those qualifications if needed (and approved). These other positions are company positions and qualifications are set by the company not the FAA. Perhaps I am misled, but I have never seen anything to prove otherwise.
